Hiring designed for companies without an HR department
Built by Skill handles every aspect of hiring for small and medium sized businesses, from job analysis, to developing interview materials, to post-hire support.
Our practice is built on extensive workforce experience, and uses competency-oriented hiring methods that deepen your candidate pool while dramatically reducing your hiring costs.
Hi, I’m Sameea
Hiring is one of the biggest decisions a small business makes. Most of the tools out there were built for large companies with HR departments, not for small teams where one bad hire really hurts.
I founded Built by Skill specifically for small businesses. My assessments are grounded in over a decade of workforce development experience, graduate training in workforce policy, and advanced statistical methods. That means you get a rigorous process that's also practical and affordable.
I focus on the skills that actually matter for small business employees: follow-through, attention to detail, independent problem-solving, and careful use of resources. These are the qualities that make someone genuinely reliable, not just impressive in an interview.
You know this problem well…
Turnover that doesn’t make sense: You’re paying competitively. People still leave, or worse, should never have been hired.
Mistakes that cost real money: A wrong hire doesn’t just cost a salary. It includes the cost of hiring and training them, and starting over.
Your best people doing the wrong job: Every hour your ops manager or your VP spends screening resumes is an hour they're not spending on the work that actually grows the business.
Most small businesses don't have an HR department to catch this before it happens. That's the gap Built by Skill fills.
How we work
Most recruiters fill a role. We figure out what "good" actually looks like in it and then build a hiring process around that, so you get it right the first time, and every time after.
-
Shadowing, interviews, and real data — not a job title or a template. We shadow employees, conduct interviews, and analyze the work itself to understand what success looks like on day one and long term.
-
A clear, specific picture of the skills, judgment, and habits that separate your best people from everyone else — not a compliance document, a decision-making tool you'll actually use.
-
Structured interviews, work-based evaluations, and clear criteria — built specifically for your team.
-
Including onboarding, and regular check-ins with hires and supervisors to make sure it’s working.
Why this works
This isn't a made-up framework.
The method behind Built by Skill, called competency modeling, comes from decades of research in industrial-organizational psychology. A 2011 study in Personnel Psychology (the leading academic journal in the field) laid out what separates a competency model that actually works from one that doesn't.
Most "skills lists" are guesswork dressed up.
The same research that shapes our approach also found that a lot of competency work ends up as what researchers called a "hodge podge" of vague ideas with no real definition. We build ours the rigorous way: specific, observable, and tied to what actually separates your best people from everyone else.
It doesn't have to be complicated to be right.
You don't need 50 competencies and a 40-page binder. The research points to roughly a dozen well-defined skills per role as the sweet spot. That’s enough to be accurate, and small enough that you and your team will actually use it.
One model, every people decision.
A well-built competency model doesn't just help you hire. The same criteria can guide onboarding, performance conversations, and who's ready for more responsibility, so you're not inventing new criteria every time.
Case Study: Two high-performing hires from one search
..and thousands saved in unnecessary salary costs — for Aremco Products, a Hudson Valley manufacturer hiring without a dedicated recruiting team.
"For a small business without a dedicated recruiting team, thoughtfully attracting candidates, reviewing resumes, interviewing, and onboarding requires a significant investment of time — time we don't always have. Sameea helped us move these initiatives forward without relying on traditional recruiters, which was a major win for us."

Frequently Asked Questions
FOR EMPLOYERS:
-
I work with small businesses, usually teams of 5–100 people, who don’t have an HR department but still need a reliable way to hire.
-
Not like a traditional recruiter. Instead of handing over a stack of resumes, I design a clear system for you, evaluate candidates against the actual job skills, and prepare them to succeed.
-
Staffing firms usually stop at placement. I go deeper: I clarify the role, evaluate people on the right skills, prepare them to start strong, and stay in touch during the first 90 days.
-
I can help you hire for any role that can be observed and broken down into skills. In the past, I’ve supported businesses with:
Production technicians
Warehouse associates
General clerks and office staff
Whether it’s in operations, logistics, or admin, the process is the same: clarity, skills-based evaluation, and hands-on support after the hire to make sure they keep learning and getting better at the work.
-
I look at both sides: managers who feel confident in their new hire, and workers who are still thriving at 30, 60, and 90 days. That’s the real test of a good hire.
FOR WORKERS:
-
I typically support adults who don’t have college degrees and are looking for steady work. But I’m open to supporting anyone looking for a good job
-
I don’t run a job board or staffing agency. Rather, I work with businesses who are hiring right now and partner with community organizations to connect people with opportunities.
-
No. What matters most is whether you can do the work. I focus on real skills and readiness, not just what’s on paper.
-
Yes. I give candidates a clear picture of the company and the role, plus 1:1 coaching and a 30-60-90 plan so you feel confident walking in.
-
You’re not alone. Many capable people don’t make it past resume screens. My process is designed to make sure your skills, not just your resume, get noticed.
